Shannon Foley, Attorney
Shannon grew up in Billings, Montana. She attended Saint Mary’s College of California in Moraga and studied Spanish in Madrid, Spain before returning to Bozeman and completing her undergraduate degrees in English Literature and Modern Languages & Literature (Spanish option). She then went to Missoula for law school and graduated from University of Montana Law School in 2009.
In law school, Shannon was involved with the International Law Society, the Women’s Law Caucus and worked on a grant to develop translation services within the court system for non-English speaking individuals. During law school, she traveled to Chile and Uruguay to participate in legal classes focused on environmental, economic and cultural issues. In 2007 and 2008, Shannon worked for the Yellowstone County Attorney’s Office, in both civil litigation and criminal prosecution. From 2009 to 2010, Shannon continued to practice both criminal prosecution and civil litigation in Dawson County as an Assistant City Attorney and Deputy County Attorney. In the Fall of 2010, Shannon moved to Bozeman and prosecuted misdemeanor and felony offenses as a deputy county attorney from 2010 to 2014.
The last two years Shannon worked in the Gallatin County Attorney’s Office her caseload focused primarily on crimes of sexual assault and violence against women. Shannon continued to maintain her focus on prosecuting physical and sexual assault crimes against women and children when she moved to the Commonwealth of the Northern Mariana Islands to work for the Attorney General’s Office in 2014. While living on Saipan from 2014 to 2017, she represented the Commonwealth as a criminal prosecutor on the islands of Saipan, Tinian and Rota. In addition to acting as a criminal prosecutor, Shannon was also active in writing appellate briefs and appearing for oral argument in front of the Supreme Court for the Commonwealth. From 2014 to 2017, she was also the proud coach of the Dr. Rita H. Inos High School Mock Trial Team on Rota (go Luta!).
Shannon also has experience as a Carbon County deputy county attorney focused on civil issues. This includes contract review and analysis for the County Commissioners, handling HR review, and litigating breach of contract disputes on behalf of the County.
Shannon leverages her vast courtroom knowledge and experience to her practice at Cromwell Law. Her areas of focus include business transactions, civil litigation, and assisting with Cromwell Law’s ASMSU Legal Services Program.
In her free time, she enjoys international travel, reading, cooking and anything that involves being active outdoors.
